Back to the future: When it comes to the new registration of boat engines, stricter exemptions apply for outboards than for built-in petrol engines in some cases

Since 1 January 1996, anyone wishing to register a motorboat on Lake Constance must have an engine that complies with the exhaust emission regulations of the Lake Constance Shipping Regulations, Stage 2 - BSO 2 for short. Even after 20 years, the Lake Constance exhaust emission standards still applyamong the sharpest in the world.

Without the retrofitting of catalytic converters by specialists, not a single built-in petrol engine had a chance of clearing the BSO 2 hurdle, let alone outboards.

In order to take this into account and not completely exclude new engines from Lake Constance - the old engines, which were approved before 1993, are still protected - the International Navigation Commission for Lake Constance (ISKB) decided toa derogation. According to this, outboards up to 30 kW/40 hp were eligible for approval if they at least complied with the BSO Stage 1 exhaust regulations.

With theIntroduction of EU emission standards On 1 January 2006, the ISKB also relaxed the restrictions "to promote the replacement of old marine engines", as it was called at the time (BOOTE 5/2006): From then on, four-stroke petrol engines up to and including 74 kW/100 hp had to meet either the BSO 1, BSO 2 or EU Sport Boat Directive limits for new registration or replacement.

This applied to outboards and built-in engines.The ISKB has now partially moved away from this equal treatment - at the expense of outboards, in favour of inboards.At its 81st meeting, it adopted an amendment to the approval criteria for the new approval and replacement of marine engines, which came into force on 1 May.

It still contains the exemption from BSO 2: petrol engines up to and including 74 kW/100 hp must fulfil the limit values in accordance with BSO Stage 1 (proof by submitting an exhaust type test certificate from the manufacturer or importer) or the EU Sport Boat Directive (Stage 1 - Directive 2003/44 for four-stroke engines) for new registration.

With the newer engines According to the EU Sport Boat Directive (Stage 2 - RL 2013/53), however, only four-stroke outboard engines with spark ignition (petrol engines) up to and including 59 kW/80 hp, but four-stroke inboard engines with compression ignition or spark ignition (diesel or petrol engines) up to 150 kW/204 hp total installed power are exempt from BSO 2.
