Official recreational boating licences: Soon a thing of the past?
The Federal Ministry of Transport (BMV) has announced a comprehensive modernisation of recreational boating licence regulations. Initial discussions on this reform took place at the beginning of the year. The project is now moving forward: as the BMV announced on Friday 17 October, the consultation process with the federal states and associations has begun.

In a News item of the DMYV dated 28 October 2025 states:

"On 17 October, the Federal Ministry of Transport (BMV) began the participation procedure for professional associations regarding the draft bill for a recreational boating ordinance.

However, various contents of the draft have been known to the associations involved for some time. The DMYV, together with the DSV, has emphatically pointed out the weaknesses and deficiencies of the draft and the project, particularly with regard to the restructuring of the qualification system, in several intensive discussions with the BMV from the outset; unfortunately without success to date. We consider the intended restructuring to be unlawful overall and various regulations to be professionally misguided.

The DMYV is in active dialogue with numerous affected parties and stakeholders in this regard. You can rest assured that we will continue to campaign vigorously for a structure of the qualification system that does justice to all affected interests."
