Lake Cospuden, which covers over 400 hectares, was created as a post-mining lake and was artificially created by the Lausitzer und Mitteldeutsche Bergbau-Verwaltungsgesellschaft.

The approval for general motorboat traffic on Lake Cospuden planned for the start of the 2026 season on 1 February 2026 has been halted for the time being. The reason for this is an objection by the environmental association Ökolöwe, which was submitted to the Saxony State Directorate in January. Whether the area will actually be open to all boats this summer or whether the legal dispute will block the project in the long term remains to be seen.

Strict rules still apply at the "Cossi" near Leipzig: Anyone who wants to use a motorised boat needs a special individual permit. With the so-called determination of completion, the state directorate wanted to end this practice and open up the northern part of the lake to all motorised boats in general. As long as the objection of the "Eco-lions" the planned opening of the lake remains blocked for the time being. Boaters will therefore still have to go through the bureaucratic process of checking individual cases.

Criticism from environmentalists

The environmental organisation justifies its opposition with the high level of pollution for Lake Cospuden. According to a report by the environmental network Federation-Leipzig there are already 135 motorboats on the water. A general authorisation for recreational boating could bring even more boats onto the water. According to critics, this not only overburdens the ecology of the lake but could also lead to conflicts with sailors and swimmers.

Lake Cospuden: Right of access

From the point of view of the Saxony State Directorate, the lake is a public asset that should be accessible to everyone. The aim is to end the current granting of special rights and make the lake accessible to all citizens. Nature conservation is already sufficiently protected by the existing conservation area in the south.

The State Directorate of Saxony currently sees no legal basis for a blanket exclusion of combustion engines in the remaining area of the lake. Instead, an end to the previous individual case reviews should provide the necessary legal certainty and at the same time reduce the bureaucratic burden.

Search for compromises

The situation at Lake Cospuden remains unchanged for the time being. As it will still take time for the objection to be examined, it is unlikely that the lake will be opened to all motorboats soon. Anyone who does not have a special licence will therefore still not be allowed to launch their boat. The ongoing proceedings will now show how nature conservation and free access to the lake can be legally reconciled. Until then, the old rules apply on the "Cossi".
