You roll over the dyke, flat land on both sides, a reed belt somewhere, a harbour basin, a few masts in the haze. And then this feeling that is difficult to explain but immediately understands: Water is not a "backdrop" here. Water is infrastructure. Water is everyday life. Water is identity.
The Netherlands is built like a promise to everyone who loves boats. Marinas are not a side note, but part of life. Slipways are not "somewhere", but usually exactly where they make sense. Canals connect landscapes like roads. And even if you only cross over for a few days with a trailer and fishing boat, you will immediately realise that water sports are not a special case here - they are the norm.
And that is precisely why this country is so attractive for boat anglers: because there is not just fish, but a system in which the hobby works. Without drama and without fuss. Simply well organised, logical, water-friendly - and surprisingly relaxed. The Netherlands takes you by the hand without it feeling like it.
If you want to fish inland in the Netherlands, you generally need written authorisation from the fishing rights holder. In most cases, this is the VISpas - always combined with the list of waters or the digital overview of waters (vispas.nl). The Dutch government also summarises it simply: A VISpas is required for most inland waters; it is valid for one calendar year. The most important practical tool for beginners is the VISplanner. It shows where you are allowed to fish with your VISpas - and where not. In addition, the use of the VISplanner (in combination with the VISpas) has been required for years as proof of authorisation.
Your document set: what really counts during an inspection
Standard route via membership of a fishing club.
On site, you can always use the app to quickly check whether your section is actually open.
This is how you get it as a German, as of spring 2026. Basic principle: VISpas = membership in a fishing club; this gives you the permits for many waters. This is how you proceed:
Online is provided; after payment you will receive a temporary document, the Voorlopig Bewijs or temporary authorisation, with which you can fish immediately while the card is being processed. Always check the VISplanner on site - it shows authorisations and is recognised as legally valid proof.
This depends on the club (membership plus water lists). Examples for 2026 are in the range of 40-60 euros for adults (2 rods), night/3rd rod correspondingly more.
Vispas.nl would like to point out that the validity has changed in some regions this year. One specific example is the province of Friesland, where the national VISpas will be replaced by a regional licence (Fiskfergunning), according to information from the association/HSV. This comes with a new map solution. Although this is not so important for the Rhine Delta area, which is the focus of this article, it could be if someone wants to combine the regions of North Holland and Friesland. Since 2023, paper lists are no longer automatically enclosed; a digital solution is planned.
"Closed seasons - the classic that catches everyone." A closed season applies on inland waters in spring: at least from 1 April to the last Saturday in May. Fishing with many artificial lures is then prohibited; pike have different closed seasons and must generally be released gently all year round. Zander may only be caught to a very limited extent and almost always have a catch window. Minimum sizes also apply. Please always check the applicable regulations. This can be done easily via the app.
